Rick Harmes

Rick Harmes is Associate Research Fellow in the Department of Politics at University of Exeter and is currently completing a PhD degree in Politics. Previously, he worked in schools and colleges in the UK and Germany for over 30 years. He also worked as a manager in English local government. In his research, he concentrates on multi-level governance, public value, institutional design and localism. His PhD research topic is ‘Localism and the Design of Political Systems’. Regarding the SOG-PRO project, his major research interests relate to UK central government including ministerial departments, arms-length bodies, political office holders and senior civil servants as well as comparative government. He is the author of ‘Localism and Strategy: A New Multi-level Governance for England’s Counties?' (2011) and ‘Place, Governance and Sustainability: Localism and Green Energy in the UK’ (2013).
